Description of Manor Road Quarter

Manor Road Quarter is a new development planned for the Manor Road Retail Park and the former HSS Hire shop sites in Canning Town.

New Homes: The first phase of the development will provide 804 new homes, of which 402 (50%) will be much-needed affordable homes in the borough.

The new residential building will be 32 storeys tall. The scheme will provide a range of apartment types and tenures, along with flexible commercial space on the ground floor.

Commercial Space: Flexible commercial space on the ground floor.

A new 2-acre linear park will be created with significant highways upgrades and public space, including the creation of new walking and cycling routes through the site improving connections with the wider area.

Manor Road Quarter on ca. 4.72 acres (1.91 ha) is made up of two sites, straddling the southern end of Manor Road, just north of the A13 and a short walk from Canning Town station.

Manor Road Retail Park
This site makes up the majority of the proposals and was formerly owned by the Greater London Authority (GLA). The former MFI unit at the Manor Road Retail Park is currently
vacant, although it is occasionally used for ‘pop-up’ events. The remaining units are currently occupied by Carpet Right and Wickes superstores. The site also includes a large surface car park. Manor Road Retail Park is bounded to the west by the Stratford - Canning Town DLR and tube line and by the A13 (Newham Way) to the south.

Former HSS Hire shop site
The HSS Hire shop site, which is owned by the English Cities Fund, is to the east of Manor Road, at the junction with Barking Road. The buildings on this site have already been demolished.

Timeline

2018 - Planning application submitted to Newham Council. 18/03506/OUT for the redevelopment of land bounded by Manor Road. Outline planning permission for up to 449 dwellings (Class C3), up to 1,845m2 of commercial (Class B1) and retail (Class A1/A2/A3/A4) floorspace; car parking, open space and associated infrastructure works; full planning permission for Phase 1 for 355 dwellings (Class C3), 555m2 of commercial (Class B1) and retail (Class A1/A2/A3/A4) floorspace; car parking, open space and associated infrastructure works. Planning Consultant: Longboard Consulting.

Spring / Summer 2019 - Phase 1 start on site. Manor Road Retail Park phase 1 (former MFI unit).

Autumn 2021 - Phase 2 start on site. Manor Road Retail Park phase 2 (Wickes and Carpet Right units and car park).

Summer 2023 - Phase 3 start on site. Former HSS Hire shop site.

London Borough of Newham’s strategic development committee has recently decided to grant planning permission for the new 804-home scheme at the Manor Road Quarter in Canning Town.

402 (50%) affordable homes will be delivered as part of the development, along with a new two-acre park, significant highways upgrades and public space, including the creation of new walking and cycling routes through the site improving connections with the wider area.

The scheme is being delivered by The English Cities Fund – a joint venture between Muse Developments, Homes England and Legal & General on land owned by the fund, and also by the Greater London Authority (GLA).

Duncan Cumberland, residential development director at The English Cities Fund, commented: “We’re delighted to receive unanimous support from Newham for this exciting scheme. We’ve worked closely with GLA, who are the majority landowner, to include a 50% affordable housing provision, which will make it an exemplar development and provide much-needed new housing for the local area.”

James Murray, deputy mayor for housing and residential development, added: “The mayor’s top priority in tackling the housing crisis is to build more council, social rented, and other genuinely affordable homes. The Manor Road Quarter development in Canning Town shows how we can deliver 50 per cent affordable housing, which will make a huge difference to the local community, providing hundreds of genuinely affordable homes that residents desperately need, alongside a new two-acre park.”

Following the council’s decision, the team look to complete the associated planning agreements, before appointing a contractor to deliver the scheme.

Construction of the first phase is anticipated to begin during the Summer of 2020.

The Manor Road Quarter follows on from the successful £180m, three-phase Rathbone Market development the fund has delivered in Canning Town.
