The application was submitted on 2 July 2021.

The engagement activities were conducted in a hybrid manner, combining face-to-face meetings with virtual presentations. The local community was given the opportunity to study the proposals in depth and provide feedback to help shape the site's future ambitions through an online and postal exhibition. A phone number and a postal address were offered for consultees to use in order to meet the obstacles faced by those members of the community who were unable to use the internet.
