Planning application submitted

City A.M. has published a notice of the new planning application submitted to the City of London for the redevelopment of Liverpool Street Station and Andaz Hotel at 40-50 Liverpool Street.


Notice under article 13 of the application for planning permission as stated in City A.M 26.04.2023 reads:


The application is made by Mersey 1 Limited and Network Rail Infrastructure Limited to the City of London Corporation for planning permission for:


Liverpool Street Station:

Removal of parts of the 1985-91 elements of Liverpool Street station including concourse, train shed and entrances to Bishopsgate, Liverpool Street and Sun Street passage. Demolition of 50 Liverpool Street. Construction and remodeling of station at basement and lower and upper concourses (start including existing ticket holds) and, provision of new station roof and forming of new entrances to Bishopscape, Liverpool Street and Sun Street passage. Installation of new lifts and escalators to deliver step-free access to concourse levels and all platforms. Provision of units at basement, lower and upper concourse floors for retail, café/restaurant and public house/bar. Remodeling of the existing bus station and provision of a Cycle Hub on the upper concourse.


Andaz Hotel (former Great Eastern Hotel):

Alteration and refurbishment of the Andaz hotel located at 40 Liverpool Street across basement ground and upper floors including colon insertion of new structure creation of new west wall and removal of modern mansard roof and replacement with roof to replicate original form and materiality. Change of views from hotel to office of part of the ground floor and across floors one to four semicolon axis through to servicing area from goods left at floor 3; provision of units at basement and ground floors for retail, cafes/restaurant, and public house/bar; spaces for leisure, learning, local community events, exhibition and/or performances; and provision of retail and cafes/restaurant use at part of floor 5.


Overstation development:

Erection of a new building partly above Liverpool Street station and 40 Liverpool Street, reaching up to a maximum of 108.6 meters AOD in height bracket start excluding rooftop plant brackets and . provision of office floor space within floors five to 13, and partly within floors 14 and 15, with ancillary lobby and functions across three and four. Provision of hotel floor space partly within floors 14, 15 and 16, and across floor 17 to 20, with ancillary restaurants/bar at floor 15 and ancillary leisure facility at floor 16 provision of public amenity space at podium level and a part of floor 16. At podium level 3 come out provision of cafes/restaurant alongside space for retail common leisure, learning, local community, events, exhibition and/or performance. Provision of outdoor pools, leisure court and cafes/restaurant at floor 16, alongside a roof garden with space for retail, leisure, learning, local community, events, exhibition and/or performance's. Provision of lifts, cycle parking, servicing, refuse, plant and storage areas.


Public realm:

Public realm and landscaping improvements including the refurbishment and extension of Hope Square and Bishopscape Plaza creation of new pedestrian roots, including the pedestrianisation of Liverpool Street and provision of a new pedestrian footwear to Exchange Square inside the train shed attached to the wall to Sun Street passage.
