Description of Feature 17

Feature 17 is a mixed-use development of 436 homes as well as community and commercial space in Waltham Forest, London E17.

Apartments and Houses For Sale
1-3 bedroom apartments and 3 & 4 bedroom houses. Help to Buy available on selected plots.

All homes have private outdoor space.

The work will be carried out in five phases with construction commenced spring/summer 2016. Estimated completion 2021.

The plans include 150 council homes for social rent to replace the outdated, existing homes that will be demolished. All residents are being given the chance to stay and move into a new home or move elsewhere in the borough. An additional 286 homes will be created, of which 40 will be available through shared ownership schemes and the remainder for private sale.

Limelight - Shared Ownership Apartments
Limelight is part of the new Feature17 development comprising 1, 2 & 3 bedroom Shared Ownership apartments. The 18 units at Limelight are the first to be offered as Shared Ownership by Waltham Forest Council. For sales please contact Redloft.

Marlowe Road Estate
Marlowe Road Estate was identified as the highest priority for regeneration in the Council's Estates Review in 2010. Under the approved plans, with the exception of Northwood Tower all of the site's existing buildings will be demolished and rebuilt, making way for an integrated neighbourhood set around a new public plaza.

The masterplan designed by Stitch Architects puts a focus on attractive, tree-lined streets with landscaped open spaces and pedestrian-friendly connections, all helping create a safe and attractive environment that links well with its surrounding area. The homes will be offered in a wide range of sizes and layouts to suit a variety of residents, from four bedroom family houses with private gardens, to maisonettes and apartments with terraces or balconies, but all have been designed to high standards of quality and efficiency.

The new scheme will also provide over 1,000 sq m of commercial space that will include an improved Co-operative store, a local Post Office and other new retail and community uses. Car parking and associated infrastructure is also part of the planning consent.

Launching 21st October 2017.

A topping out ceremony to mark the completion of the main structure at Hopson House was held at Feature 17, Countryside’s regeneration of the 50-year-old Marlowe Road Estate in partnership with Waltham Forest Council.

The ceremony was attended by Councillor Clare Coghill, Leader of Waltham Forest Council and members of the Waltham Forest Council Regeneration and Growth team.

The first affordable homes at Hopson House is part of Phase 1A of the Feature 17 development, which will deliver 103 new homes in total.

Feature 17 will provide 436 new homes, with 38% affordable, including 150 council homes for affordable rent to replace the outdated existing homes.

There will also be flexible retail space managed by the council surrounding a new plaza with improved walkways and cycle routes, which link into Waltham Forest’s ‘Mini Holland’ scheme, a play area and water feature. The new community and commercial space will transform the former estate and area surrounding Wood Street station.

Andy Fancy, Managing Director of North and South London at Countryside Partnerships South, commented: “We are really excited to be celebrating this stage in the programme for Feature17. We are proud to be delivering the affordable units two months ahead of schedule, and this shows that keeping the community at the heart of a scheme is engrained in our DNA.

“Feature17 is an excellent example of the local community, the council and Countryside working together bringing investment to the borough through their commitment to reviving the neighbourhood.”

Cllr Clare Coghill, Leader of Waltham Forest Council, added: “Houses are not just investment opportunities or bricks and mortar – they are homes. They are places for people to enjoy living and where they should feel safe and happy, close to their families and friends. Working with responsible, socially-conscious developers like Countryside means we can secure high-quality homes for our residents that enable them to make the most of their life chances.

“It is great to see the progress that is being made at Feature 17, which is dramatically improving both the housing and the community facilities in this area of Walthamstow. It’s fantastic that the delivery of these affordable units at Marlowe Road Estate is two months ahead of schedule.”

Planning consent has been granted for a new mixed-use development of 436 homes as well as community and commercial space.

Richard Cherry, Chief Executive of Countryside’s Partnerships division, said: “It is great news to have been given the go ahead for our plans for Marlowe Road and we look forward to getting on with the delivery of this new and improved neighbourhood. The new scheme will bring with it high-quality housing for local people, as well as a much improved public realm with safe and inviting open spaces for the local community to enjoy.”

Cllr Khevyn Limbajee, Cabinet Member for Housing at Waltham Forest Council, comments: “This regeneration scheme will dramatically improve both the housing and the area as a whole thanks to the ambitious plans that have now been approved. The issues with Marlowe Road have been long-standing and the scope of the scheme underlines the wholesale changes that were required to reclaim this community and provide it with the housing it requires to take it well on into the next century and beyond.

“It may seem that the planning consent is just the start of this journey, but for those of us involved, and not least the residents, this is just the latest milestone in a process that has been developed over many years. It is however obviously a key juncture in the scheme and we can now all move forward together with confidence to see the vision we have developed become reality.”
